Many universities have already established three policies due to legal obligations to formulate them, but they are not obliged to formulate them in the assessment policy, pointing out that each university has a goal to strive for. “Evaluation (Check)” is to recognize whether educational activities (Do) are being carried out based on the three policies (Plan) and whether learning outcomes have been achieved in line with the goals. I explained that it would not be a "PDCA" cycle and it would be difficult to materialize the three policies.
