Global Study Report (Myanmar/Yangon) Survey on Crime Prevention Awareness and Security Measures in Local Communities

From February 2020th to 2th, 6, field research was conducted in Yangon, Myanmar, in order to investigate cultural differences, awareness of crime prevention, actual crimes, and security measures between Japan and Myanmar.

In recent years, Myanmar has been undergoing transformation and development in all aspects, and is a country that is attracting attention from the world.A few years ago, the social system changed dramatically from a long-standing military regime to a democratic state.While economic development is expected, there are many problems such as poverty and disparities, ethnic clashes, natural disasters, systems, laws, and underdeveloped social infrastructure.We learned the basic knowledge of this country, the elements necessary for local crime prevention, and the Japanese police system in our preparatory study before leaving Japan.

In the field, we visited JICA Myanmar office, Yangon University, Japanese cemetery, Yangon fire station, Myanmar Meteorological and Hydrological Bureau weather radar, Yangon city police station, embassy, ​​Myanmar SECOM, etc.

At the JICA Myanmar office, learn about various situations in Myanmar, JICA's efforts in Myanmar, and disaster prevention and mitigation in Myanmar. I was able to.

At the University of Yangon, students interacted with each other and conducted an interview survey on the awareness of crime prevention among Myanmar people.Although we are both university students, I was able to learn that there are different ways of thinking about crime prevention and disaster prevention.The students communicated through trial and error while they were unable to understand the language well.

At a police station in Yangon, I learned about what the local police are doing to prevent crime.Recently, many security cameras have been introduced in Yangon city, and we were able to learn that they are now monitoring for the safety of the city, and we were also able to see the camera monitoring room.Also, I was able to learn that there are various differences from the Japanese police.

At the embassy and Myanmar SECOM, I was able to hear about the crime situation in Myanmar, especially Yangon, and learned many things such as the problem of how to collect crime statistics and the problem of crime prevention.

The students asked many questions at each place they visited, actively deepening their knowledge of crime prevention in Myanmar.

In the daily field research, we walked around various places such as main streets, small roads, markets, shopping centers, convenience stores, restaurants, etc., and researched environments where crime is likely to occur, dangerous places, etc.For example, I checked the lack of roads, the number of blind spots, and the security equipment in shops and houses.

The first thing that surprised the students during the field survey was the number of cars.Motorcycles are prohibited in Yangon city, but the car ownership rate is increasing explosively (Japan's used cars are overwhelmingly large), and the number of cars is increasing while traffic rules and roads are not well maintained. There were few situations such as horns and interruptions, pedestrian crossings and traffic lights, and pedestrians had to cross between the cars that were running.

Students were actively conducting interviews and questionnaire surveys even in the city.

Markets and shopping malls with security and other facilities are completely different. People living in the area sell and buy a variety of goods. I learned the current situation that social maintenance is not perfect.

Currently, the participants of the program are surprised to find many differences between what they experienced in Myanmar and what they investigated in Japan. I am investigating.
