2020.4.7.Response policy after the declaration of a state of emergency (April XNUMX, XNUMX)

 In response to the recent spread of the new coronavirus infection, our university has implemented various countermeasures as shown in Attachment XNUMX based on the following policies.

 (XNUMX) Prioritize the safety of students and instruct them to avoid unnecessary and non-urgent risks.
 (XNUMX) Fulfilling our responsibilities as an educational institution, we will start classes as early as possible by using remote methods, etc., to minimize the impact and hindrance on student learning.
 ③ Advisors (teachers) and departments in charge, such as the Student Affairs Division, ensure that students understand the situation of each student, identify the various difficulties and obstacles they face, and ensure students' peace of mind by promptly providing accurate information and empathetic consultations. strive to
 ④ Due to the sudden COVID-XNUMX emergency, we will give top priority to the following students who have more difficulties in studying and living than in normal times, and will strive to ensure the continuation of their studies.

5. New measures due to the extension of the state of emergency declaration from May 7th to the end of May

 Based on the results of the "student situation survey" (conducted from May 5th to 6th, response rate 8%), we will implement the following as immediate measures. increase.

 ① Book lending service (postage paid by the university)

 From May 5th, we have started a book lending service with the university paying for the shipping fee.For procedures, etc., please refer to the university's website.

 ② Lending of PCs and Wi-Fi routers

 If you answered "No" to a PC or Wi-Fi router in the "Student Status Survey", we will lend them to you.As soon as preparations are complete, the Academic Affairs Division of each campus will contact you individually by e-mail.

 ③ Emergency loan of current account

 For those who are having difficulty paying for their apartment or boarding house or living expenses for the time being, we will provide "emergency loans" for up to two units in units of 5 yen per unit.As a general rule, repayment must be made within the fiscal year.If you are interested, please contact the Student Affairs Division by email.

 (XNUMX) Establishment of new scholarships for deferred and installment payment applicants who were not eligible for application of the national or JASSO system

 In response to the spread of the new coronavirus infection, the government and the Japan Student Services Organization (JASSO) are currently providing a variety of support as shown in Attachment 6.We would like you to make active use of these, but since certain conditions are set for each, it is likely that some people who wish to apply will eventually be excluded from the system.Therefore, for those who are in particularly difficult situations, we will provide scholarships to support them with the funds of the university. We are starting to consider the institutionalization and implementation in June.


XNUMX.Our approach to tuition fees

 Basically, the tuition fee of this university is calculated by dividing the expenses required for the four years of the undergraduate course into four years and paying each half term.Therefore, in principle, the tuition fee at the time of admission remains the same for 4 years, and the tuition fee at the time of admission has not been raised for 4 years.


 During this time, there have been increases in labor costs and consumption tax, but we have survived through the cooperation of faculty and staff and management efforts without raising tuition fees.As a result, the balance of payments at our university cannot be said to be in excess of income. We have made every possible internal effort to use the valuable tuition fees paid, such as providing classes even when classes are not being held, while striving to enhance education.In that sense, I believe that we have adopted an appropriate tuition fee system.


 In response to COVID-7, we are making new investments to conduct remote classes, developing alternative programs, paying for shipping charges for using books, and increasing purchases of items to prevent infection. We are also preparing for the reopening of.As shown in Attachment 29, we started remote classes earlier than other universities, and there have been no particular problems so far. , we have been conducting educational activities according to the academic calendar, which has less impact on student life than other universities.


 My heart aches when I think of the families who have been hit economically, and I would like to express my heartfelt sympathy.As a university, we are taking measures to extend the payment period of tuition fees and installment payments, and we are consulting and advising on the utilization of the systems of the government and Japan Student Services Organization.In addition, since our university does not have the economic power to support an entire household, we ask that you actively use various support systems provided by the government and local governments.As a university, we do not necessarily consider it a fair and equitable measure to uniformly reduce or exempt students from diverse household situations.We ask for public support such as the government for uniform payments, and in the spirit of mutual aid in the university community, we will prioritize those who need special support individually and utilize limited resources. I think that it is in line with the values ​​of "I love garden (making a garden with love)", which is the spirit of the garden.
